La complexité croissante des enjeux liés à l'environnement numérique a mené à un changement de paradigme important dans la gouvernance et la gestion de l'information au sein des organismes publics. Les "trois âges" traditionnels sont devenus moins pertinents pour gérer l'information sur l'ensemble de son cycle de vie. De nouveaux contextes de gestion de l'information plus adaptés à la diversité des besoins et des usages actuels, ainsi qu'à la multiplication des échelles de création et de partage de l'information, doivent être pris en compte. Ce texte met en lumière l'importance de repenser la gouvernance et la gestion de l'information à l'ère numérique, en adoptant des approches plus flexibles et en s'appuyant sur des réformes législatives et des initiatives d'accompagnement innovantes. Si la nature de l'intervention archivistique demeure essentiellement la même, les modalités de son application doivent être repensées. Ce texte présente également des initiatives et des projets entrepris par Bibliothèque et Archives nationales du Québec (BAnQ) en matière de gouvernance et de gestion de l'information.
The increasingly complex issues related to the digital environment have led to a paradigm shift in the governance and management of information within public organizations. The traditional notion of the "three ages" has become less important in the management of information over its entire life cycle. New contexts of the management of information that are better adapted to the diversity of needs and to current usage, as well as to the multiplication of scales of creation and sharing of information have to be taken into account. This text highlights the importance of rethinking the governance and management of information in the digital era by adopting more flexible approaches and relying on legislative reforms and innovative initiatives in accompaniment. If the nature of the archival intervention remains essentially the same, the modalities of its application need to be rethought. This text also presents initiatives and projects of Quebec's National Library and Archives in the area of information governance and management.

Les auteurs rappellent les grands chantiers qui ont monopolisé les Archives nationales (AN) du Québec depuis 1983. Au cours des 38 dernières années, l'histoire de l'institution est étroitement liée à une transformation majeure du contexte entourant la gestion documentaire. L'application de la Loi sur les archives (RLRQ, chapitre A-21.1), l'utilisation accrue des technologies de l'information pour la production et la diffusion de l'information gouvernementale et la prédominance des documents numériques plutôt que sur support papier ont largement contribué à bouleverser nos liens avec les informations que nous conservons et les rapports entretenus avec nos usagers et les organismes publics. Les auteurs font ensuite état des solutions envisagées par les AN pour assurer une gestion efficace des archives issues des technologies de l'information, notamment en ce qui a trait à leur gouvernance, dans le contexte de la transformation numérique de l'État québécois. En guise de conclusion, les auteurs rappellent que les solutions aux défis qui se présentent existent à condition que les institutions comme les AN et la communauté archivistique fassent preuve de leadership et démontrent qu'elles ont la légitimité et l'expertise nécessaires pour jouer un rôle central au sein de la nouvelle culture numérique.
The authors recall the major projects that have preoccupied the Quebec National Archives since 1983. Over the past 38 years, the history of the institution has been closely linked to a major transformation in the context surrounding documentary management. The application of the Law on Archives (RLRD, Chapter A-21.1), the increasing use of information technologies for the production and communication of government information, and the predominance of electronic documents over those on paper have, broadly speaking, contributed to the upset of our linkages with the information that we conserve and the rapports with us and our clientele as well as with public bodies. The authors report on solutions envisaged by the National Archives to ensure the efficient management of documents that emanate from information technology, particularly with respect to their governance, in the context of the digital transformation of the Quebec state. In conclusion, the authors recall that solutions to the challenges that we are experiencing will emerge, provided that institutions like the National Archives and the archival community provide leadership and demonstrate that they possess the legitimacy and expertise that are needed for them to play a central role at the hear of the new digital culture.
